The first child is given a national identity and is able to claim an education and any specific grants, including the ability to work.
Any children born subsequently have no claim on the state at all and will usually spend their (usually short) lives as beggars.

i did this in geography in school, its disgusting what they do actually, some of the poorer families in china that just need the benefits and have twins, they would actually dump one of their babies in a gutter some were, preferably the girl if their is one so that the boy can carry on the family name, i actually saw the pictures of the dead babies in the gutters so i know this is true.
its really bad how parents can do this to their new born child just for benefits that probably don't pay much out any ways.

Well I have lived in China for almost two years and I think that if you have twins, it counts as "one" child since it happens so unexpectedly. Although, you MIGHT still have to pay a fine.

In these countries (like China), there are exceptions made in the cases of multiple births (for example, twins, as you are enquiring).
I agree with this, however it apparently causes increase in fertility drugs - is this morally right?

The policy is that if you have more than one baby you do not get state benefits for childcare etc., although richer families do still have more. I think if you have twins it counts as one child.

Its is taken over by the government and put up for adoption unless the family is very wealthy and pays the steep fine,nice country huh.

Why don't you contact your local Chinese embassy with your question and if they reply 'but you're not Chinese so it's none of your business' I will fully support the Chinese Government with their stance.
