Buy a domain name, get webhosting, upload some html files and off you go.

You have to buy a domain. Using google you can find a few different registrars.

My suggestion is going with a registrar that is separate from your hosting in case you ever wish to move hosts they cannot lock your domain permanently. Make sure you are buying the domain not them buying it with the money you give them. Some companies like to do that.

Next webhosting, Again google is your friend in this. you need to decide if this is going to be a personal site or a business site. Whether you want an SSL Certificate etc. If you don't know what it all means speak to a representative and then go from there. Some hosts only offer servers with windows platforms. Some offer linux boxes. I suggest linux.

Once you have hosting you can go about making webpages through HTML, ASP, PHP etc.
