Basically, NO.
While governments require financial instututions to report unclaimed (inactive) savings and checking accounts and they themselves have lists of uncollected tax refunds, nobody keeps a record of unclaimed prizes because, in most cases, there is no name or ID number attached to them - you are not, for example, required to identify yourself when you buy a Lotto ticket, so if you have the winning number, they know instantly what store it was sold at, but you have to show up with the ticket to claim it (usually in 180 days) or it never gets paid.
