The are all so different that it's difficult to say one is best, unless you specify what you're looking for in the way of amenities.
"Generally" the best value for a three star would be one of these two
Orleans

Stratosphere

Both will price match the best online rate you can find for their hotel

According to the travel section of Yahoo, the Stratosphere has a top 5 attraction as far as favorites for several years. The travel channel said because it is just north of the strip enough for people to not happen by, they have to have looser slots to attract traffic. They have good prices compared others.
What gets consistently higher ratings for a 3 star is the Orleans. They have bowling, movies and a minor league hockey team.
They hand you coupons at check in with several savings at almost every place at the casino.
They have big suites for a great price.
In both places you get a comp card. You use your comp credits to get a discount at the buffet. When you have a full meal there you will not go hungry for the rest of the day. This will allow you to eat there for almost nothing.

these might be 3/4/5 stars but there affordable...
on the strip: There all quite nice,
but I say Treasure Island, Paris, Luxor,
off strip:
the Olreans is the Overall Best Value in Vegas...
1st off it is very affordable.
Its has clean, spacious rooms.
and hands down the friendliest, most helpful staff.
Lots of resturants, a bowling alley, a movie theater,
it also has a free tram.
the casino is nice, drinks are plentiful and generous,
and the slots are loose, and the have low limits.
