It depends. If you are distilling an ethanol-water mixture, 95% is right, because a mixture of 95% alcohol and 5% water called an 'azeotrope' boils LOWER than pure alcohol.
You CAN, however, produce pure, water free ('absolute', they call it) alcohol by distillation.
If you add some benzene to the water-alcohol mixture, now there's an alcohol-water-benzene mixture that comes off first, removing all the water.Then after that you can get essentially pure (100%) alcohol. That's how they do it commercially.
