well i guess its like the way they talk, so like they just type as if they are talking..

firstly when you ask a question you say can you help me? and the other person says yeah I will...then you go ok blah blah blah...whats wrong with that?
It doesn't look stupid when you are asking a question about a question started with ok its more stupid when a person asking a question that says why people says ok in their beginning of their question and remarking that is stupid.

they do it because its kinda like a way to start off the sentence like okay heres the situation... and it does not look stupid !

they must be fet up with their questions and really need an answer. they are basically writing exactly what they are feeling and thinking. on the other hand if u mean is it the correct way of writing, well in that case its cause they are undereducated.
