Where do I find shops that makes mini human figurines from pictures?

Not sure exactly what you're referring to, but if you want the little free-standing "figures" made by cutting out parts of photographs and mounting them to foamcore board or sheet of acrylic (using a special machine), you may want to check at a photo-processing store or department since they do that.
They're usually attached to little bases so they'll stand up.

(I believe that technically a "figurine" is a 3-dimensional figure though.)
