My toilet bowl wont refill after I flush it. I have to open up the top of the toilet and press the lever down for it to refill so that I can flush. How do I fix this so I don't have to manually press the lever down each time?

Look inside the tank, right above the valve that is used to shut off the water to the toilet. This is the fill valve. Near the top of this valve, you should see a plastic/rubber hose that goes to the overflow tube. This hose should be into the overflow tube or held just above it by a metal clip. This is what fills the bowl when flushing. If you flush the toilet and look at this hose, you should see water running out of it until the tank is finished filling. If the hose is missing or not putting water into the overflow tube, it needs to be adjusted or replaced.

There should be a "Flapper" in the bottom of the toilet tank. The flapper should be connected by a chain to the handle.

When you rotate the handle the chain pulls the flapper up letting water escape the tank into the bowl. The flapper is designed to float until the tank empties where it falls and covers the tank drain and allows the tank to refill for the next flush

Maybe try adjusting the screw on top of that bar. As you loosen that screw water raises higher. The water level in you tank needs to be about 3/4" below the overflow tube. There are also new toilet valves that don't even have the ball anymore. Very cheap and easy to install, if that doesnt help.

Go to a hardware store and ask one of the clerks what you can do about your problem once you have explained it to them. There are replacement parts that you can buy for that problem and it isn't that expensive that he/she can direct you to. Over time these parts just wear out and need replaced. I don't know if it will be easy as I have never had to replace one personally, but just find some guy friend who likes to be a mister fix it and you shouldn't have a problem.
