I would create a society where rules of life cannot be broken and any one who dares to do it will be responsible to govern the society . And for monetary things, I will ration money on the basis of amount of truth and lies spoken .
Follow this and sure you will have an ideal civilization , but only one thing will be missing . .Zing !!

This is a cool question, but I'm not sure of all the rules so here it goes...
In my society there would be no money everyone would contribute their part, more or less communist system, but people are allowd to choose which field they go into.
Morons and apathetics would not be allowed to reproduce.
Every major decision would be made via popular vote
There would be no instruments of death or torture towards fellow humans
Well that's it in a nutshell.

This is already being done in Vista, California (North San Diego County). Read Revelation Chapter 21 about the Holy City.

Much like the One we have already Except.
But Casinos and Gambling outlets would be banned.
marijuana would be legalized but heavy controlled
But making and Selling A class drugs like Crack and heroine would be considered Terrorism along with Pedophiles and Gangsters and will lose all their Rights
Police and Military will Be combined & able to use full force on these types of people in order to stop them & will be up to the officer their coarse of action to stop these types.
Brain washing of crimanal & useless members of socity will be authersied in extreme cases.
E.G Street thugs that bully citizens for dollars in a rich part of the country who are never going to change.
Software, Mp3's & Movie downloads would be legal
I would be Up to the Software companys to protect there stuff on the net with keys, and Artists and movie companys to make there profits from live shows,at the movies & tv stations
Everything taught in schools would be practical for real life.
Every body in the would will be tested
People with fatal deseases would be tattooed and possably separted from rest of the people but still given the best life financially possable in order to one day hopefully have no deaseases.

I would just create everyone to accept each other. i wouldnt change anything, life is interesting, i would just make everyone tolerant of everyone else.
