Oh please, don't make the "raccoon eyes" mistake. Skip the eyeliner, unless your skin is very fair and you have blonde or light brown eyelashes. If you must use eyeliner, use a soft color like medium gray or soft brown, keeping it very close to your lashes, (pencil is easy to use) and smudge it a little with a Q-tip.
Use a soft neutral shade on your eyelid, such as beige or pale pink, and blend it. Put just a tiny dab of a medium shade like light brown or soft grey in the crease of the outer third of your eyelid, and blend until it's just a shadowy effect. This is to create a slightly mysterious look. Nothing below the eye!
A dab of concealer here and there if you have a blemish or dark circles under your eyes. Make sure the shade matches your skin, and again, blend like crazy.
Last of all, a really luscious lip gloss in a color that makes you feel pretty! Ask your mom and your friends for feedback about what colors to use, since you haven't described your coloring to us.
This should create a fresh, natural, yet sophisticated look that is just right for your age.
I know this is a long post. Hope it helps!

What kind of make up depends on a lot of things. Your natural coloring, including skin and hair, your skin type and what you are planning to do.
At thirteen, you probably don't need to wear it everyday, but I personally don't have a problem with wearing it on special occasions.
As to what to wear. During the day, probably just a little mascara and light lip gloss. Keep the colours close to natural.
For the afternoon/evening - casual I'd add eye-liner, some light shadow and a deeper lipstick.
For the evening - special - start with a natural even shade of foundation, add the mascara, eye-liner, more dramatic eye shadow, maybe some blusher (depends on your skin tones) some more dramatic lippy colour.
The problem with wearing heaps of makeup everyday, besides the way it can muck up your skin, is that you have no where to go when you want something special.
Also if you do get into wearing makeup make sure that you have what you need to get the makeup off, and cleans your skin. Nothing worse than panda eyes in the morning!
Also give yourself some time to practice with the makeup. That gives you a chance to try out new looks, and work out what is good on you. Not everything in mags or on tv works for everyone.

I started with just powder, blush, mascara, and lip gloss or sheer lipstick. You want to look as natural as possible. I actually didn't start wearing eye liner until I was in my mid-twenties. I'm 29 now. One thing I've always learned is to go as natural as possible and you can't go wrong. Also pick your one best feature and focus on that. For example....don't wear a ton of eye makeup AND heavy lipstick. It is a better effect when you focus on your best asset. Good Luck!

A little colored lip gloss would be good. Line your eyes with powdered shadow instead of liner - it will look fresher, won't smudge, and you'll run less chance of looking like a 13 year old streetwalker. Curl your lashes, use waterproof mascara and your eyes will stand out beautifully. Pluck (CAREFULLY - none of those nasty drawn-in pencil brows please) or have your brows waxed if they need it.
Makeup is used to make older women look more like younger women. Younger women have naturally rosy cheeks, full lips, etc., and need very little enhancement.

At thirteen... your best bet would be to go for light colors. bronzes and pinks. that way you wont look like you're trying to be older... you',ll just look natural.
When I was 13... I wore a light eyeliner... But I practiced at home a lot before actualy wearing it out. that way I knew that it looked normal before hand.
Good luck

Concealer if you have zits, eyeshadow, mascara, lip gloss. I wouldn't recommend eyeliner, a little bit too heavy for someone as young as you.

I'm not one into makeup. But, I think maybe a little blush and light eye shadow and some lip gloss would be good. You don't want everyone to call you a hooker, ect. so don't wear to much.
