You will probably need to arrange a face to face meeting. Start with a short letter that concisely describes who you are, what the academy will mean to you, what you have done already academically and community service wise. Conclude by asking for their highly valued recommendation, or requesting a personal appearance with them.

Republic, you are the same one that said all people on welfare were black crack monkeys. Believe me you would not last long in the military. They have the most stringent codes against racist remarks like that in the military. Change you way of thinking or don't go into the military because you will have to work with people of all color, and black people make up over 30% of the military, so you will be working beside a lot of them, and a lot of them will be your superiors.
I know this because I was in the military.

At the end of my jr year I was also interested. At that time the letter i needed came from the governor. Not sure what the policy is now.

contact your Representative's(house, not senate) local office. They should send you one fairly quickly.
