Very touchy topic, and you didn't provide us with a couple of key pieces of information... among other things, what the mechanic DID do.
If the mechanic was unable to diagnose the problem, the fair thing to have done would be to cut you loose without a charge. If he came up with a diagnosis, but you were unwilling to have the work done, the effort he expended should be on your nickel. It costs $ to keep the lights on and the rent paid, and every minute spent working has to pay for those if value is given -- and a diagnosis is of value.
There are a lot of scenarios where the call could go one way or the other, and you just haven't told us enough to give you a fair answer.

If they spent their time diagnosing it, even if they didn't fix it; they have a right and a resposibility to charge you for their time. They can't be expected to work for free anymore than anyone else and their pay is based on this. They would go under in a hurry if they didn't charge you. It doesn't seem fair, but I'm expected to charge a customer the moment I walk in the door too.

diagnosis takes up valuable time and money most places that are still in business charge for diagnosis because of shoppers that keep trying 4 a cheepre price for repairs the surfers will usually spend more money looking than getting the repair dine in the first place but it is good to get the diagnoses then call others to see if you are getting a good valueable repair

Tell the prick the payment in advance is his stupid storage fees. If work and labor was not performed, you have a right to be given your car back, especially when you paid him for services unrendered. A mechanic is not an impound lot and as I stated, unless he has actual labor and parts $$ into it, you owe him nothing if a downpayment was already made.

Service calls are usually charged even if no repairs were made. Time is money.

He should charge you if he told you what was wrong, and you didn't let him fix it. If he didn't find the problem then maybe a few bucks just to cover his time for looking, but usually free.
He has to account for his time to somebody, so he needs to charge for it.
