Any image with the letter "c" in a circle is copyrighted, any image with the letter "r" in a circle is registered and any image with a "TM" in a circle is trademarked. You cannot use any of those images without permission of the person who owns the copyright (the right or permission to copy).

Artists whose copyright has expired, typically for work older than 25 years can be used IF that some company didn’t keep up copyright. For example you can reproduce a lot of works by the old masters of painting, but most of those rights are reserved by the museum that displays those works of art.

In short the only images you can use are those that you create, or pay someone else to create, or ask their permission if you can use that image. Getting that permission might be tough, just tracking down who actually owns the image could be difficult to determine.

You are talking about a tattoo, I assume, and if someone finds out you have the image tattooed on you they are going to have a problem making you remove that image. So it depends on the image and how well it is known.

If you have a tattoo artist do the work then he or she accepts the responsibility for copying it. So if you can find someone willing to do the work then you can have it done and let them take the blame if a problem occurs. Which isn't that nice, but possible.

Then you could try and shave the serial numbers off the image. An image based on another image can be considered an original work. If you change the colors, add or subtract some elements and make some general changes then you can get away with it, legally.
