i hav tried hair spray and spray n wash
wat could i do to get it off

Try one of these:

Baking Soda sprinkle onto the mark, scrub, wash as usual

Vodka spray onto the mark, soak for 5 minutes, wash as usual

Purell saturate the stain, blot, repeat, the more you repeat the more the stain will fade

If you are referring to the white navy cap ( when inverted looks like what Gilligan wore) The the black permanent maker will have the serial number of the sailor that it was issued to on it. Up until about Viet Nam war,serial number was different than now. Now I believe they use the soc. sec. number of the serviceman. This marking was meant to be indelible. You may be able to get the name of the serviceman through dept. of Navy. They have a site and you can walk through it.
