Yes there are but in my opinion, they are very poor for lighting. Maybe ok to line a sidewalk with but their power dention is minimal. They will provide a weak light for 4-6 hours but will not set the world on fire nor keep you or you neighbors awake with their brilliance. I guess ok, if the point is to outline you sidewalks with a little light until midnight or so.

I have seen many solar charged lights and they are all dusk to dawn lights but I have never seen one that is able to produce more than a small amount of light. I bought solar walkway lights last year. They were good for a while(about 3 months) but then they started working shorter and shorter until it was just over an hour and cleaning did not help. I think that solar lights technology is just beginning to take off. You might be able to find a light but it will be expensive and obsolete in a year or so. Wait a year or so and you will get a 10X better light at 1/2 the price. Let the technology improve.

Sure! both are widely available. Don't go for cheap models and you'll be OK .
For your particular application (above garage) you'll need a solar security light (with motion detector). They usually have a flood light bulb or several LED's (Light Emitting Diodes) and are powerful enough.

Yeah, Sky Mall (you know the catalog they have on airlines) has a solar powered halogen security light. It is about $80. You might look around at Lowe's or Home Depot for something similar.

It can be done by replacing the motion detector with a photocell. They're available at hardware stores. You should, however, compare the cost and effort against just buying a new fixture.
