If there's not too much of it, do you really need to do anything? Most guys are OK about women with, for example, a slight moustache.
If you do decide you have to do something, then there isn't a simple answer.
Facial (and also body) hair on women comes about in the same way as on men because of
1) your body being sensitized, before you were even born, to testosterone -- doesn't happen to all girls, but does to many
2) your body producing high levels of testosterone
The growth rate and coarseness of the hair depends on just how much testosterone is circulating in your bloodstream.
Steer clear of bleaching -- when someone sees you against the light you'll look as if you have a glowing moustache and/or beard.
As far as removing it is concerned it's worth remembering that
* Waxing, plucking, threading, epilating all pull the hair out by the roots and where the growth is hormonally-driven can actually stimulate a dormant follicle into producing more hair quicker. They also distort the root if done repeatedly, leading to hair growing at strange angles. And you've got to let the hair grow to quite a length before you can repeat the exercise. It can also damage the skin and discolor it. Long-term use of waxing also causes bad wrinkles.
* Chemical depilatories strong enough to remove the hair are very likely to burn the skin, cause swelling and cause long-term discoloration of the skin.
* Laser is also liable to cause burning and discoloration and in any case only works effectively on a dark hair/light skin combinantion.
* Electrolysis is very liable to cause scarring and discoloration of the skin.
Which, like it or not, leaves shaving which does not damage the skin. Best done with a men's-style electric razor, the best of which, for women, are probably those from the men's range of Norelco razors (Philishave outside the US). Most women who try a men's Norelco wonder why nobody ever told them about it before.

Waxing actually helps the hair grow back much softer, finer and often lighter in color. No method of hair removal makes it grow back thicker. Shaving gives this illusion sometimes because the hair is cut at an angle and appears thicker when it is growing in. Over time you will find that you have less hair growing back. After so many times traumatizing the hair bulb it will no longer be able to grow.

If you use wax it will not grow back worse. In fact, ity will have an opposite effect, it will grow back less and less. Be careful, removing hair on the upper lip with wax, can be very uncomfortable. Be careful not to catch any of your lip on that wax - Ouch!!!

Waxing won't make you hair grow thicker, in fact because it pulls it from the root, it will make it finer. Better still instead of waxing, which can cause a rash, burn your skin, is messy and can loosen your skin, use a threader called eze-tweeze. The result is the same, with finer hair regrowth, but much less painful and no mess and rashes. Check it out, I use it and it's really good.

I'm 16 and when i was little i shave my upper lip ):, waxing it does not make it grow back thicker but sometimes it irradiate me, because the wax then to get rid of the stickyness i use vasline or baby oil &it irradiates it &makes it puffy, but just go for it, my face is very sensitive so yea

it will grow back the same way it was before you waxed. it is a myth that when you shave, wax, whatever that hair will grow back thicker and darker. It is physically impossible. YOu wil see optical illusion where hair looks darker/thicker because of blunt end. but typically with waxing, over a period of time, the hair actually lessons, not get thicker.

no hair removal method will make hair grow back worse. the thing about hair growing back coarser and thicker after shaving is a total urban legend. hair is dead, cutting it off has no effect on the live root of the hair in your skin.
waxing over time will make the hair grow back less and less because it pulls it out at the root, not just cutting it off.

Well the hair will grow back, just like waxing your eyebrows, you need to keep up with it and keep getting it waxed every few weeks.

No, that is how you are supposed to do it. If you wax continuously, (i.e. over a period of years) it will eventually disappear. But if you shave it (ew...) that is when it looks like a man's mustache, lol.
