Maybe it does at night or something, it looks healthy, but I never see it eat flake food or Tetra "Tropical Crisps". I haven't been able to go to the store to get Bloodworms, which I read they like only, but have feed it cut up pieces of raw trout and shrimp i caught in the area, but i've only seen the ghost shrimp eating it lol. Also, I bought the Ram from Petland, their were signs on the tank for Blue Rams but mine doesn't have any blue or bright colorations, its about the colors of a large mouth bass and cartoonish like a baby parrot fish, is this really a blue ram or have I been had? It was the only one in the tank, and its very small, could the lack of color be because its a juvenile?

The lack of coloration is most likely because it's a juvenile. It's size could also explain why it's having a hard time eating the Crisps... you might try regular flake food as a staple for him and add the blood worms as a 2-3 times a week treat.
