Unless you're an owner or director of a huge food/retaurant corporation in China, it's VERY unlikely you'll be able to get this done. About 10 years ago my cousins and I were interested about doing the same in Taiwan, and after inquiring about it, we were shot down by Starbucks because we didn't have the backing of a big food services company. You can try but Starbucks doesn't exactly support small businesses. They don't franchise.
