I live in UK.
My builder installed an electric cable for a kitchen extractor very close to the hot water pipes. Is it the right way of doing it or illegal?

If it's PVC cable it should have been protected from heat, but it depends how hot and if it will be damaged by the heat. Tell him that you are concerned and ask him to enclose it.

It should be OK, but if you are concerned about it you can fit foam insulation that comes in 1
meter lengths and is slit to simply fit over the pipes and will insulate them from the cable, the bonus is that you will save on heating costs by cutting down the heat loss and the insulation doesn't need any tools to fit and is available at most DIY stores and the cost is pennies.

It will be okay. The hot water pipe will never get hot enough to damage the cable.

The wires should be housed in conduit for safety if too close to water pipes. Whether or not it is illegal, I have no idea about UK's building codes.

is it earthed . and are you protected by .a true trip out system .at your mains box. The idea is if my wife mows the lawn and cuts the cable the box in the house switches the electric off before she gets a shock. ok so far .....

Did your electrican use:
EMT.............( conduit - metal pipe)
Flex..............(looks like metal twisted around wires)
Mc ..............(looks like metal twisted around wires)
Slealtight ....(looks like a rubber pipe)
Any of these would be alright ....
