Clean your skimmer and make sure it is working properly, lower or raise your max water level so you get the best skimming action. Also make sure that you don't have standing water in your yard.

If you are talking about water striders and swimming water bugs, you will have to use a net and keep you water up to the right chemicals. If they are pretty small, almost worm type creatures with filament legs then they are thrips. Look up thrips on the internet and see if they look like what you have. They will tell you how to get rid of them. There is a longer word for Thrips but you'll find them under that name.

If you fill the pool with dirt and plant grass on it, there will be no more swimming bugs.

they're in the water of the pool? Or flying round it? The chlorine in the water might want to kill any trojan horse. We actually have a pool and we've some lights on faraway from the pool, that way the insects have an interest in the mild---faraway from us.
