Well, if you are the boss then there is no point in beating about the bush. Be polite but firm and specific in communicating that there needs to be more involvement and lay out what specifically needs to happen. People deal much better with clearly stated directions than with unspoken expectations. If you are not the boss and you need their help to make you successful, then invite them to lunch and ask for their assistance and tell them you would appreciate it. Most people will not refuse when they are asked nicely and directly.

If you're the boss, that's kinda your job.
If not, speak to the boss, manager or whoever's in charge, and have him/her look into team building exercises.

try to lead by example. if you are not the boss, it sounds like trying to get the others off their keisters isn't part of your job.
