When you know this is the person you want to be with all your life. If you can look at them and think I will still be happy 30 years from looking at them each morning.

Do you mean in your personal life or the time of month?
If you are referring to your personal life - then I would say when you feel stable on your own two feet. Being married to a confident man is the best thing to be for your future wife. If you are going thru to many downs then I would seriously think about brining someone else to be in your life.
The best time of the year to get married - for me is September.

i would get married in the summer when the weather is warm and sunny, but alot of people gets married in the winter
