People have been talking about it since before any of us were born. The idea first came to light in 1811. In 1896 the links between human activities, greenhouse gases, the greenhouse effect, global warming and climate change were established.
Back then it wasn't considered a serious threat but with almost every passing year greenhouse gas emissions have increased.
By the mid 1950's scientists began sounding warnings but they fell on deaf ears. It wasn't until the late 1980's that the British government sat up and took notice, this led to the first Earth Summit being held in Rio in 1992. The rest, as they say, is history.
Global warming has been a serious issue outside the US for about 15 years now but it's the recent politicisation within the US that's brought it to everyone's attention.

Even though the topic has been discussed fur decades, the subject has increasing and discussed more often because its becoming more and more serious. Also one reason why people are talking about it more is mainly to raise awareness.
Below is an advertisement about global warming and its effects in the future.

Because the affects are becoming more and more evident. I read an article in the newspaper, and some of the top mountain climbers in the world are seeing the glaciers, melting at an incredible rate, the ice fields in Juneau Alaska, are receeding, the mountains in Tibet that were covered in ice, is melting, the highest mountain in Africa, changes are quite significant. Do you think our government is going to tell us the truth? Oh, the truth will come out all right, and I hope it is not in our lifetime, but there is a danger to our planet, that we need to address immediately.

Because they "couldn't scientifically prove it". Believe it or not, there is an abundant amount of people who don't believe that it actually exists. And the scare thing is, there are a lot of our Law Makers in the senate and congress that think it's been scientifically made up. Those type of people are the "let's let our sons and daughters clean up our mess" variety type.

I think its because scientists cannot really prove yet. And because the people are destroying the atmosphere and causing global warming.
