When meeting a requirement of not more than 19 minutes, if a process runs 18 minutes and 37 seconds, is this considering passing the requirement (rounding to 19 minutes) or failing the requirement (automatically assume that 19 minutes is the equivalent of 19 minutes and 0 seconds)?

Since 18 minutes and 37 seconds is less then 19 I would consider to have met your requirement--with or without rounding.

Time based units can be rounded to differing extents, as can other measurements.

If you round to the nearest minute, then 18m37s. becomes 19m. If, however, you round to the nearest 30s, it becomes 18m30s.

18'37 is "not more than" 19 however you round it
