As was said by the two prior respondents James Bond was being hit in his private area by a heavy knotted rope, repeatedly. He is also hit in other spots also, then Le Chiffre tips the chair over to remove James Bond's male organ.

Le Chiffre was hitting Bond in the balls from underneath him. That's why they cut that hole in the chair.

It is called Dutch Scratching and in order to get the password from a person you hit them on the back of the balls with a hard object.

oh this is just gross. wasn't he stripped, sat down on a chair wit ha hole on the bottom and the guy used that thing with a ball at the end to hit him from under the chair in his um, unmentionables? :o/ ouch. i started laughing when he started laughing....
