Go to the doctor. It does not hurt if the doctor does it, but doing it your self can cause problems.

skin tags can be snipped off with a scissors, or removed by freezing (cryotherapy) or with electrical current (electrodessication) in your dermatologist's office.
It is generally not recommended that you remove skin tags yourself because of the increased risk of infection and excessive bleeding. In addition, other skin growths — such as moles, keratoses, hemangiomas and pyogenic granulomas — can resemble skin tags and should only be removed by a doctor.

I went to a dermatologist who removed 700+ skin tags from my face, neck and back with a tiny pair of curved scissors.
Then, she gave me a cream that she created herself to put on the spots every day. I did what she said, and in two weeks, there was no evidence of any skin tags anywhere on me!
Since then, I've had to wear sunscreen or stay out of direct sunlight to keep them from coming back. It's been 15 years, and no skin tags yet.

I've had a mole removed from my cheek. I didnt hurt at all. They use a needle and just poke the mole for a little and apply this fruit on my face everyday to reduce it leaving a scar and it falls off my itself. Becayse if you take it off suddenly in a fast motion it will leave a scar with a chunk missing frm your face where the mole once was. I didn't hurt at all, and i was about 10-11 at the time.

my doctor froze them off. they took a q-tip, dabbed them with some solution and after a few days the fell off. Normally I don't have them removed unless they bother me. like if they are on my neck or underarm, etc. On rare occassion, my skin tags have actually fallen off by themselves. they turned red (filled with blood i assume), flattened and then fell off. weird, but effective. but it happens so randomly.
I had about 5 frozen off at my last doctor visit.

My dermatologist told me that they do it in office and is fairly short and simple procedure. I suppose you can try it at home, by shaving it off with clean razor and sanitizing the area. I have a few on my neck and was thinking about removing them too.

Tying strings around them for a week until they fall off, get a wart remover kit, or go to the dermatologist.
