In simple basic chemistry CH3COOH, acetic acid, systematic name is an acid.

HOWEVER, in higher level (postgraduate) levels of chemistry it can behave as both an acid and a base; especially when there is ABSOLUTELY no water in the reaction - non-aqueous solutions. "Dry" acetic acid (aka anhydrous acetic acid) is one of many solvents used in research work.
