I don't want the greatest president over all just the greatest out of the above three. Only judge them by what they did as presidents not for what they wanted to do.

Harry S. Truman,thirty-third President of the United States.
is undoubtedly the best among the three.
His achievements include the conclusion of the war in 1945 Europe .In 1947 he approved "The Marshall Plan" to re-construct Europe. He Aided in reconstructing Japan. Finally he adopted "The Truman Doctrine" in order to "contain" communist aggression (began the "Cold War").

Reagan, Truman then Bush. You can do your own research on why and come to your own conclusion since this is obviously a homework exercised designed for you to make your own conclusions and to think for yourself.

Edit: Everyone is saying Truman because he ended the war. The war was almost over, he put a solid cap on it by releasing the bombs. He did not have to. He killed hundreds of thousands of people when all he needed to do was drop the bombs in less populated areas to show we now had military dominance and we were not afraid to use it. Truman begat the cold war. His plans that helped rebuild Japan and Germany had significant economic negative impact on jobs here in the US 40 years later and on (Japan had an easy time building themselves as an economic power when they didn't have to invest in any military, so they dominated quickly in technology). I hardly would say that makes him the best of the 3.

Bush suffered due to 1) not being allowed to take saddam out when we should have due to global pressure 2) the recession caused by global economic cycles that lasted through much of his presidency. Bush was not that bad of a president and his biggest mistake was not continuing the golf war and doing what we're now forced to do - and that is to stablize the middle east and get the whack jobs out of power there.

If you're making us pick from the 3, Truman. Bush isn't even in the running. He really made a mess of everything and clearly has no idea what's going on in the Middle East.

Truman had the biggest effects on history by ultimately ending the war by deciding to drop two atomic bombs onto Japan. He also led the post-war effort after WWII. As well as passing legislation to help curtail racial discrimination. The other two presidents had it realitively easy compared to Truman.

Hard call. I greatly admire Truman and Reagan.

Bush doesn't compare to either, sadly, but even sadder is that he was head & shoulders above the 2 buffoons the Dems ran against him.

And look at the sad picks that currently lead the polls in both parties.
