If you mean you reformatted your computer back to how it was when you first bought it, then no, your files are lost.
If you had your files stored on a separate hard drive that wasn't with the computer when you bought it, you may still have you files (this may also be the case if your files were stored on a separate partition) but otherwise, no, they're all lost. Be sure to back up regularly to avoid this happening.

a reboot is turning the computer off then back on. If you are talking about a reformat, wiping the hard drive clean and reloading the OS, then you will need to save all your pictures personal files and downloaded programs to an external hard drive so you can reload them after the reformat. Or you will lose them

You don't lose any files by rebooting your computer. That just means you turn it off and turn it back on. You would only lose things you hadn't saved. If you didn't save what you were working on, you're out of luck.

I don't think so. If I knew that, well, I don't know. You should save like every 5 minutes.
