A baby is never a "part" of the mother, starting at conception, even though it is dependent on the mother to live.

No, because the umbilical cord is connected to the placenta which comes out of the mother at birth along with the baby. It's not like the cord is connected to the uterus. It is connected to the baby.

Nope, the baby is generally capable of sustaining it's own life at that point, it is no longer dependent on the umbilical cord after delivery.

Actually generally the rule of law is the baby must be completely outside the mother and then have drawn a breath.

i do believe if the baby comes out and the umbilical cord isn;t cut then the baby is put back in then it is called a partial birth but i don't think theres any particular rule about just that min inbetween baby coming out and cord being cut
