It looks like they want to or wanted to for a while now, but they absolutely refuse to do that with Castro as El Presidente. I honestly doubt whether it has much to do with the individual freedoms or rights of the people as evidenced by the relations that the United States maintains with other contries in similar situations. I can say that I wouldnt care either way because the only commodity that Cuba has can be produced anywhere in that region.
