It's only down by about 2 inches or so, how can I get it back up until I can pay to have it fixed?

What kind of car? If the other power windows work, it's probably not the fuse or circuit breaker.
You can try to wiggle the wires going from the front edge of the door to the body while you operate the switch....the wires are encased in a rubber conduit and sometimes they get brittle and crack from the door opening and closing...I've seen it many times on older cars and can cause you to have intermittent power to the windows. Just try to flex them around a little bit unless you can see an obvious break in the wires.
Other than that, it's most probably a bad switch or motor....you can try to push real hard on the switch or swap it out with one of the other window switches temporarily to get the window to work and sometimes pounding on the inside door trim panel in the motor area will get a stuck motor to work. (bottom half of the door usually in the midddle)
Just a few tips on what I've used in the past, Paul

With the door open, grab the window like you're praying. Squeeze hard and up. If unsuccessful, have someone push on the window button so you can help the failing motor or gears close the window. Roll-ups usually don't get stuck inches from top, so I'm assuming this. Finally, wedge something like make up remover triangles on the inside to hold it up. Good luck.

what you will need to do is have someone hold the widow with a hand on either side with the door open and pull up on the window while you push the switch to the up position. sometimes that might just be enough to pull it up. good luck.
