Considering only 1% of the population hold 40% of the entire nations wealth. Also this question is just like asking if the wealthier nations control the world. Us , Canada, Britain the answer is yes wealth is power, especially for 3rd world nations were coruptness runs rampant you can may off govt. officials, cops, police, judges etc.
