When I go to the internet setting I get a Black line at the top just below the File Edit View and Bookmarks?

Are you talking about the line that separates your toolbars?
Its supposed to be there separating your toolbars. The color it is depends on the color scheme or theme you have set.

Go to the View menu and then Toolbars.
Make sure that only "Standard Buttons," "Address Bar," "Links" and any Toolbar you have installed is checked.

Or you can just uncheck one and see if it goes away, if it does that is the culprit.

restart the computer check for viruses!!!
