We have tried to replace the washer - no result... we have also now installed a new " Torbeck" type valve - still no better...

Up until a couple of weeks ago the cistern filled at an acceptable speed. The pressure to the cistern and the rest of the house is good. There is some water hammer when the cold taps in the bathroom are turned off quickly. Any advice will be greatfully recieved. Thanks.

Could be buildup in the water supply tube, or possibly a bad supply valve. A Torbeck valve is the fill valve I assume. Can you get a Fluidmaster fill valve? If so put that in.
Hope this helped a little, good luck!

When you changed to a Torbeck valve, did you put the water back on fully. If you have, then turn the water back off, and undo the filler pipe to the Tobeck valve and check that there is no dirt etc. lodged in the end of the pipe. When refitted, Remove Torbeck valve and let water from the filler pipe run into cistern to see if you have enough pressure. If you have, then the fault is in the Torbeck Valve.

Have you tried emptying the system and removing all the airlocks? Air locks are usually the cause of water hammer.

Do you live in a "limed" water area? The inside of the pipe to the cistern may be blocked slightly.

Is the BALL arm set right, does the cistern fill faster if you submerge the ball?

Fill valves usually come with a high (mains water) pressure inlet interchangeable with a low (water tank) pressure inlet. If your cistern fills from the low pressure system from a water tank and you installed the high pressure inlet to the valve then the water will take ages to fill.

My toilet cistern won't fill until I have turned the cold tap on at the wash basin, so I think it must be pressure. Your problem sounds similar

the cistern should be adjustable from inside, if it was already adjusted, u probably gotta turn the valve (stop ****)on the outside to the fullest. dat should enable the water to flow faster. if there aint any valve, probably its time to change the main water pipes to a larger diameter.
