The common rules say that when rounding, if it's 4 or less, round down; if 5 or more, round up.
Since you're rounding to the nearest tenth, you have to look at the hundredths place to know where to round the tenths to. 62.5 (since its hundredths place is 0) will be rounded to 62.5.
21.875, (since its hundredths place is a 7) will round up to 21.9.

then tenth place is one decimal place to the right of the decimal point. So you have to round all of your numbers to only one decimal place if you're rounding to tenths. If it were rounding to hundredths, then you would round to two decimal places, etc.
