THe point of great writing is not buying or boring your readers so in a sense yes you need to know when to stop.

Yes! I give you Stephen King as an example. He starts off great, but his endings are real let downs.

That's a big part of it, but it also has a lot to do with keeping the reader interested enough to make it to the end.
