I work in a doctors office and we have coloring contests all the time. My boss doesn't love the idea that we are just giving them papers to color and wants them to be more creative. We have construction paper here and some foam shapes. Any ideas on an EASY craft project that the kids can make a birthday cake that won't be messy and will be open-ended.?

Your question is a tad difficult to understand. Foam shapes do come with the sticky already one them, no need for glue. You can get the rectangular bases (about 5X7 or so) and have the kids chose the color base they would like and use the different shapes to decorate it. Names can be written on the back with pen so other patients in the office can vote on them. Put a foam candle on each cake that shows the child's age. Even a 2 yr old can do this. Colored gel pens/markers will add extra pizazz, and they even sell some that all ready have the glitter in them so you don't have to worry about glue for that either! display the cakes/hats/giftboxes (whatever your theme...maybe different themes for different age groups?) at kid height...or about 4 ft from the ground, we found in the daycare the best measure for this is to get on your knees to hang them, anything out of your reach is too high for most kids to enjoy. I would check your nearest Dollar Tree for supplies; I found big tubs of the self-adhesive letters/numbers/shapes/animals at Walmart for my kids for about $4 a bucket-each was chuck full of stuff!

How about if you teach them how to make a 3-d cake with construction paper and have them decorate it with crepe paper? For the littlest ones, you could have a few already made for them to decorate.
