Mine has got 95 but doesnt quite reach the next step.

Ray has the right answer but to the wrong question, I think. It would depend on the depth and height of each stair and I think they slinkys vary depending on if they are palstic or metal. 95 would not be enough for plastic because they don't have the weight of metal to keep it going. And if yours is metal and has 95 I think your steps are too deep (the part you step on is too long). Try steps with less footing distance. The up and down distance shouldn't matter.

PS: This has nothing to do with zoology so if you don't like my answer or any others you get try putting it in another category--like physics.

If we define walking as taking two or more single steps, then a Slinky would have to traverse at least three steps. The first one does not count because we gave it a hand to get it first started over the top. The next two are on its own. Two "Slinks" would certify the accomplishment.
Now if we define "properly" as chastely or primly with a certain precision, and not rolling down sloppily like some shameless, hussy drunk Tonka truck, it would be mostly due to the manner in which it got its start. I believe that if the little finger of the helping hand was extended, this would provide the most poilte impetus for a socially satisfying slinking Slinky.
