They should trade with the 49ers for Trent Dilfer, pick 11, and their second round pick.
Dilfer still has the ability to manage a game. He is not going to win any passing records but he showed in Seattle and Cleveland that he can manage a game well. He is a fantastic mentor for young QB's and if they draft a QB in the second or third round he can start and mentor for a year or two.
With pick 11 they should take Teddy Ginn of Ohio State who has finally had a pro day and has moved into the top 15 on most boards. He would make an excellent complement to Randy Moss and could have a huge impact as a returner (think Devin Hester).
With pick 33 they should take Tony Hunt RB Penn State if he is available or Kenny Irons RB Auburn. Both can carry the load and move the chains. Tony Hunt is excellent out of the backfield and has great hands.
With pick 42 (49ers) They should take Troy Smith QB Ohio State. Don't believe the grumblings. He is not as tall as scouts would like but neither is Drew Brees. He has good touch and is a great leader. He is perfect for a west coast offense but can also throw deep. He has great chemistry with Ginn and they could continue to develop together.
With pick 65 they should take James Marten OT Boston College. He is a hard-nosed, throw-back style blocker that will do whatever it takes to battle the guy lined up in front of him. He has the potential to start anywhere along the offensive line. So, he could fill in at any weak spot along the line including Center. He was able to handle quicker edge rushers for most of the season and flashes a nasty streak which is sorely needed on the Raiders OL.

The Raiders have a tough decision to make: put the load of the franchise on the shoulders of a rookie quarterback, draft a stud reciever when they have noone to get him the ball, or trade away the #1 pick for a couple of proven players and later picks.
I believe the Raiders should trade away the pick for some proven veterans that can help the team right away, preferably a quarterback. I think Russell will be a solid pro, but he needs time to develop and the Raiders don't have time. Calvin Johnson would be a interesting pick, but your recievers are only as good as your quarterback.
The Raiders should not take Russell because they need help immediately, not 5-10 years down the road.

If the Raiders don't take Russell it would be because of one of the following:
Everyone has seen Russell and know he'll be a good quarterback in the NFL, the problem is WHEN. We all know how long it took to develop Micheal Vick into a great quarterback and I believe that the Raiders don't have that luxury. Seriously, Andrew Walter starting another game? I'd leave the stadium if that happened. Just as worse, starting Russell well before he's ready might ruin his development. i think in order for Oakland to be successful next year, they need to get another QB and play him until Russell is ready.
McCowen from the Lions looks like a good candidate. He wants to be traded and Oakland needs a QB.
Brady Quinn is the more established QB. People forget that he's thrown more passes in college than JaMarcus Russell, Drew Staton, and Trent Edwards COMBINED. The guy is ready for the NFL. Like I mentioned, Oak. doesn't have the time it needs to develop a young QB like Russell.
Calvin Johnson is the best player coming into the draft. period. He's been compared to marvin harrison and randy moss. Al Davis loves vertical recievers that can go out for the long ball, and a reciever like Johnson probably won't come agian in the next 5-10 years.
The Raiders might also want to trade down and get more draft picks. They are in a rebuilding phase and would want to maximize it's draft choices. I'd see them moving down a couple slots and picking up another 3rd rounder and still selecting Brady Quinn. They'll also probably pick up a receiver like Jacoby Jones with their extra pick.

How long it "took" for Vick to develop into a great QB, pacificislandr4? I'd be lying if I said I hate to be the bearer of this news, but Vick is NOT a great QB.
As for the original question, there's only one reason for the Raiders not to take Russell, and that's Calvin Johnson.
I personally won't care what the Raiders do in this draft until the 2009 season, but then I'll be praying they made the right decision in this draft.

They should, but right now I think the Raiders should either draft Russel or trade the pick for a high pick next year and a proven veteran skill position player...

As enamored as Al Davis is with strong arms, Russell wasn't a consistent producer in college, and wasn't even mentioned as a legitimate first-rounder until he had a good game against a terrible (and I mean absolutely terrible) Notre Dame defense. Granted, that's the only game I've seen him play, but he would've thrown at least three interceptions in that game had he been playing even a mediocre defense. Quinn has been consistently productive for four years behind an average-at-best offensive line, even with receivers whose hands often seemed to be made of butter.

Two words Calvin Johnson aka the best WR prospect in a long long LONG time. Eventually they do take him I bet that they do have a nice back yard trade with the raiders for Randy Moss.

I think they should trade out fo rmore picks we need bodies in Oaklnd not one player. I like Drew Stanton in the third round and get bodies for the No.1 pick.

I hope they do pick him, I think he is very over-rated and hate your Raiders, so why not let him be the second coming of Todd Marinovich.
