Because dogs can't talk...they also think it's not a crime.
Those people are sick, and it makes me angry.

IT INDICATES THAT the person is psychopathic! and unless stopped by the law, can go onto do that to a person!! bullies are insecure humans who do not have the guts to start troubl with another dude who is just as strong and tougher than them!! most of these bullies you describe wind up in STATE PRISONS OR MENTAL WARDS FOR LIFE!! if you ever see a person do something like that, theN CALL THE POLICE!! unless you are too afraid to get involved! sadly, a lot of people in amewrica are like that!! too scared to report a bully!!

i became easily discussing this with my sister and her boyfriend the day exceeded by. the guy did get arrested and the canines did stay. I heard that a guy rescued the canines from a helicopter and the canines tore the guy's nail proper off. some canines! i wish I actually have helped!
