To believe that only countries with armies cause war, is a myth.
Individual people have a great knack for fighting all on thier own.

How would you prevent a country from building an army? In your scenario, it would take just one country to build an army and then there would be mass invasions and lots of war.

look at history-- as soon as two or more people decide they want something someone else has a coalition will form to take it and eventually armies will come from that. utopian thoughts are nice but exist only in your mind.
