I'd base it on money. Which would be cheaper?

If money is the same, than I'd pick Washington. Better location and it's a bigger school. Likely to have a much better college experience.

Go where you will have the best undergraduate experience.
If money is an issue, and one is an in-state school, take a real hard look at whether it's worth going deep into debt for an out-of-state school.
Both are good schools with good reputations.

Pick the one where you feel most comfortable - because as an undergrad, there will be no difference in the education you get at each...

your level of comfort will decide how well you do (which is what med/grad schools care about a lot more than the name of your school)

so don't decide based on the numbers, pick the one where you really want to go

Tough choice. US News ranks them about the same (UW at #42, UCD at #47). If you are thinking about premed, I would choose UW. They have one of the best medical schools in the country.

Otherwise -- since the education will be similar at the two schools -- base it on where you would like to live. Personally, I would choose Seattle over a town in the middle of nowhere in the Central Valley -- but you may have different thoughts on that.
