Simple. Politicians want us to think that crime i going down, because it shows that they've actually done somehing to help our nation other then twiddling their thumbs. But as you pointed out, crime is far from a comfortable low, and anything otherwise said is but a fabrication.

A lower crime rate in the current year doesn't empty the prisons of people serving long sentences from prior years (and decades). And, three-strikes laws have been on the books for a while now, they effectively give longer prison sentences.
So, yes, you can have packed prisons and a lower crime rate. In fact, if you emptied the prisons, the crime rate would presumably go back up.
It might also be that prisons aren't adequately funded.
And, of course, there's the spin factor. You can dig through crime statistics and find /something/ that's down. Maybe violent crime is down, or some specific crimes, like murder - that could be reported as 'crime is down' even if, say, drug-related crimes were still high or growing and packing the prison system.

The politicians don't have access to the facts. They simply know what officialdom chooses to tell them. The police have a way of keeping the statistics down by suppressing large numbers of offences and finding excuses for not enquiring into them. I could quote various examples of this, as it has affected family and friends, but shall restrict myself to the most recent occurring within my family, where serious injuries sustained in a gang attack on an innocent young lad were ultimately described in the police report as "consistent with his falling over". Their enquiry had started as a potential murder enquiry, so serious were those injuries, but this was a handy way of covering up the fact that they could not trace the culprits. In addition, various ploys which have been introduced to keep cases out of court (on the spot fines, reprimands, dropping of charges, discontinuance of cases). The politicians are told that crime is going down and shown figures which appear to prove this, and don't rumble the fact that the whole thing is rigged. Under the charters imposed by the Labour Government funding is dictated to some degree by how well various public bodies attain completely unrealistic targets. If you set impossible goals, then people are going to take short cuts to reach them. All that seems to matter is that the statistics look impressive.
What is surprising is that we can work these things out by following the news but they remain oblivious of them!

Well, it seems to me that if convictions were up and the prisions were full and I were running for office and needed the votes the lie that all the criminals were caught and in prison would be a good one to tell. Half truths and lies are the political platform for election. If we were told the truth, we would probably be in shock of disbelief. Truth is that more crime is committed by attorneys and politicians than street criminals but there are not very many of them in jail or prision. Wonder why?

Often crime is going down but prisons ARE filling up because mandatory federal sentancing means that people are serving very long sentances for drug offenses, even for fairly minor ones. In jail they are indoctranated to a criminal culture and often reoffend. It's impossible for us to keep filling up prisons this way - it's too expensive. As a society, we've got to find another way to actually rehabilitate people who can be and put away the people that actually need it.

Anybody who lives and works in a big city anywhere in the UK or indeed out in the country knows crime is far worse than 10/20 years ago. Trouble is we got a lying controlling government who will spin anything, telling us it's only our perception about crime,really everything is lovely..

Blame the War on Some Drugs. Otherwise innocent people are incarcerated for possession of personal use amounts of recreational substances; the DEA has gone after cancer patients in wheelchairs in California because they use medicinal cannabis. If drugs were legalized and regulated like prescription medication, then we wouldn't have to put rapists and thieves back on the streets. No more gangs profitting from drug sales(billions back in the hands of Americans), no more turf wars..

Good question. Unfortunately we would need to review an actual report of convicted crime to sentencing statistics to see what the actual numbers are then compare that to previous years.
Even if we do this, we would get the numbers from the government. If their lying, the could falsify the stats.
