Its a little different in Fire Red than it was in the orginal red. You'll need to go to celadon to the giant building to the right of the department store and go inside. On the 1st floor will be a woman surrounded by Pokemon. Talk to her and she'll give you tea.
Now return to the gates and talk to the guards. You'll automatically give them the tea and you can head on through.

When you're on Celedon City, you go in a big house. Then if you see a old lady, its the right house.Go talk to her and she'll give you a Tea. Now when you go past the guards, they'll permit you to pass.
But that's not all. Before you can battle her, you have to beat Giovanni in the Silph Co. tower. Carful, its a 11 floored building!
