This is an engineering issue and will not be able to be answered by your local building dept. Each soil is different and each load is going to be different. these 2 factors decide the make up of piling footing, depth, amount of steel, and diameter.
Contact an engineer in your area.

I doubt there is a maximum height by building code. Of course, the taller the pilings, the more there would need to be and the stronger they would need to be. I would imagine that the building department would require a structural engineer to sign off on this project. They need to look at weight, wind, and soil conditions. On the other hand, you also need to find out if there are height restrictions where you want to build. Some cities have them, and some neighborhoods do too. I would suggest a visit to the county building director to discuss your plans before you get in too deep.

chekc with the local agency that issues building permits. They can give you the requirements that the inspector will be looking for. That would be getting the info straight from the horses mouth, so you know you're right.

Will vary by county; try zoning office.
