Where can I find a list of colleges that offer a good program for secondary education (english)?? Preferably in Illinois.

The link below contains US News rankings of Education programs. Northwestern is the highest ranking school in Illinois. The main campus of the University of Illinois is second in the state. UIC is third in the state.

Northwestern is the best in Illinois for education - colleges don't specialize usually in "secondary" or "primary" and instead just teach "education".
You really should reach outside of Illinois, apply to at least 10 schools, and just go where you feel most comfortable of those 10 schools.
Any decent college will give you a good education in "education", so don't worry too much about anything other than whether or not you would feel comfortable attending that program.
