Possibly a number of individual situations could be reviewed, for sure many rivers in the UK could be used for public leisure. However such a right ought to be controlled more after the fashion of terrstrial rights of way, with certain restrictions on the activities & type of craft that can be used or undertaken on a stretch of water. Open & unregulated access has disadvantages; current users may have concerns (anglers may not wish to see boats, ), environmental damage is a real concern, as is the security of property & stock adjacent to waterways & the safety of those wishing to use the water ways cannot be overlooked, especially concerning the mechanical & civils infrastructure prolific on Britain's waterways.

That will depend on your definition of a river. If you include all rivers, streams, becks and the like, there's probably thousands!
