About as posssible as stopping the development of laptop computers. They already exist. What are you going to stop at this point?

No. However, Physics puts high obstacles on the effectiveness of such weapons. A package Trinitrotoluene or a hand grenade would definitely be far more easy to conceal, not to mention the prohibitive costs of suitcase nukes. It is extremly unlikely that terrorist could ever develop or use this kind of weapon. The countries that could produce them would probably use far more sofisticated conventional methods for clandestine attacks or ICBMs in the event of a nuclear exchange.

It would have to be a dirty bomb, not an actual nuclear device.
