GIMP and Irfanview both support the JIF standard, if you don't have Photoshop; both are free.

Open the Jpg in any good photo editing program and Save As... File Type: GIF.

In Photoshop the method I've used has been Image--> Mode--> and change from RGB to "Indexed Color" then File--> Save As and choose filetype ".gif"
